Emergency Management
Strategic Planning and Advice
- Risk reduction gap analysis across the local authorities in the Auckland Region
- Assessment of the capacity and capability of the emergency and other services to respond to a disaster impacting the Auckland region.
- Enhancement of the disaster management capability of Samoa (for the Government of Samoa with Beca Consultants).
- Review of the risk and emergency management planning processes and arrangements undertaken by Lifeline Utilities, including Auckland International Airport and Watercare Services.
- Review of the emergency management arrangements for the University of Canterbury.
- Facilitating the development of the strategic direction of CDEM Groups as part of CDEM Group Plan development including goal and objective setting, and subsequent monitoring.
- Co-ordinating the preparation of CDEM Group Plans in Nelson Tasman, Northland and Auckland.
- CAENZ Technology Study for MCDEM of Telecommunications-based Public Alerting Systems. This included a review of New Zealand's current telecommunciations infrastructure, public alerting system options and future technologies.
Emergency Response Planning
- Development of the Mass Evacuation Plan for Auckland Region.
- Development of the Niue National Disaster Plan for Niue Island.
- Facilitating the preparation of a new emergency management plan for the Ministry of Foreign Affairs and Trade.
- Development of functional plans and Standard Operating Procedures for the Auckland CDEM Group.
- The development of a community response plan for the Northland CDEM Group for emergencies occurring in the Marsden Point area.
- Development of an updated Corporate Crisis Response Plan for Solid Energy.
- The development of an operations plan for Greater Wellington field staff who respond to flooding emergencies.
- Development of a new Incident Management System for the Auckland Region Public Health Service, including assessment of the impacts of the various health threats faced.
- Update of the Shell Todd Oil Services Emergency Response Plan.

Exercise Management and Evaluation
- Co-ordination of the preparations and delivery arrangements for Exercise
Ruaumoko, a national volcano eruption simulation exercise held from November
2007 to March 2008. New Zealand's largest ever crisis exercise, with more
than 1500 participants and 150 organisations. - Co-ordination of the planning and delivery of Exercise Capital Quake '06 in November 2006. This major earthquake response exercise involved more than 1000 participants from at least 50 organisations across all levels of government and commercial agencies
- Whole-of-government Foot and Mouth Disease simulation exercise for the Ministry of Agriculture and Forestry ('Exercise Taurus'), April 2005.
- Evaluation of aspects of Exercise Jaffa (Auckland CDEM Group, December 2005) and Exercise Pacific Wave (Ministry of Civil Defence and Emergency Management, Auckland CDEM Group EOC and Manukau City Council EOC, May 2006)
- National Gas Outage Contingency Plan exercises for the Gas Association of New Zealand, September 2003 and November 2004.
- Tsunami tabletop exercise for the Canterbury District Health Board Executive Management Team.
- Earthquake scenario to exercise the Community and Public Health Emergency Operations Centre.
- Facilitation of a series of workshops including exercises to assist in emergency plan development and validation for the Waikato Public Health Unit.

- Development of the first in a series of hazard guidelines for Auckland local authorities on Hazard Identification and Information Management.
- Prioritisation of hazards and work programme development for Waitakere City Council.
- Summary of the impacts of natural hazard events on the community for Upper Hutt City Council.
- Facilitation of hazard analysis processes as part of CDEM Group Planning in Northland, Auckland, Nelson Tasman and Wellington.
- Co-ordination of the Volcanic Impacts Study Group, a subcommittee of the Auckland Engineering Lifelines Group.
- Project management of the provision of hazard and damage assessment information for the Auckland Engineering Lifelines Group.
Training and Professional Development
- Development and delivery of Group Emergency Operations Centre training manual and specific training modules for the Auckland Civil Defence Emergency Management Group
Business Continuity Management
- Development of a business continuity plan for the Watercare Network Control Room, including business continuity plan templates to be rolled out to the rest of the company.
- Development of business continuity capability development programmes for Porirua City Council and New Plymouth District Council. This included looking at plan documentation requirements and integration across
site and civil defence emergency management planning. - Provision of training on Business Continuity Management methodology and implementation tips and techniques to New Plymouth District Council.
Infrastructure Risk Management
Lifelines Engineering
- National Co-ordination of Lifelines Projects and Groups across New Zealand.
- Management of the Wellington Lifelines Group for utility operators of the Wellington Region.
- Establishment of the Auckland Engineering Lifelines Group.
Utility Response Planning
- Advising the Ministry of Economic Development on the establishment of pandemic reporting arrangements for the infrastructure sector.
- Formulation of a national mutual aid agreement framework for water supply authorities under the auspices of the New Zealand Water and Wastes Association.
- Co-ordination of utility contingency planning for Y2K for the Ministry of Civil Defence and Emergency Management, including the production of a utility response plan template.
- Preparation and monitoring of an integrated emergency water supply strategy and implementation plan for the Wellington metropolitan water supply area.
Risk Management
- Risk Programme Management Coordination and facilitation of risk programme activities for the Centre for Advanced Engineering.
- Review of the "Hazard Assessment for Petroleum Storage, Transportation and Supply Stage 1 Report" for the Canterbury Lifelines Group.
- Contributor to Risk Communication research in New Zealand - through the Centre for Advanced Engineering.
- Review and gap analysis of energy and ICT resilience policy for the Ministry

Research and Development
- Assisting in the development of a framework for measuring resilience in the Auckland region with the Auckland CDEM Group and GNS Science.
- Member of the Resilient Organisations research programme led by the University of Canterbury and funded by the Foundation for Research, Science & Technology.
- Recommendations for the development of a semi-quantitative methodology for measuring selected hazard impacts in conjunction with Beca Infrastructure.
- Member of the Resilient NZ research project led by GNS Science and funded by the Foundation for Research, Science & Technology.
- Contributor towards Sahana - a web-based, open source Disaster Management software solution.
- Investigation into Disaster Impact Assessment frameworks for the Ministry of Civil Defence and Emergency Management.
