Development and Delivery of Group Emergency Operations Centre Training (December 2007)

Kestrel Group was engaged to provide a training manual and specific training modules for the Group Emergency Operations Centre (GEOC) staff on behalf of the Auckland Civil Defence Emergency Management Group (ACDEM Group) in 2007. The focus of this training was to provide the personnel from Auckland Regional Council, who were drawn form a range of departments, with the appropriate EOC knowledge and skills.

Specific training modules were developed for the roles of Planning/Intelligence, Logistics and Operations, based on the ACDEM Group GEOC structure. Each module consisted of presentation slides followed by a series of 10-15 minute group exercises on a specific area within that role, and at the end of each training module there was a 30 minute mini exercise. On completion of the specific training modules, Kestrel developed and facilitated an overall GEOC exercise that enabled staff to practice their assigned roles within an GEOC environment. All the exercises were based on possible or actual Auckland Region events. The timeframe allocated for each of the specific training modules and the GEOC exercise was based on a 4 hour period per session.

The training manual developed for the GEOC staff included GEOC operational guidelines, checklists for the assigned roles, forms, relevant Standard Operating Procedures as well as provision for further training material.
