Kestrel was contracted by the Auckland Region CDEM Group to prepare a Mass Evacuation Plan (> 1,000 people) for the Auckland Region.
The Plan provides overarching principles of evacuation covering all hazards for the evacuation phases of decision, public notification, physical evacuation, shelter and return. Roles and responsibilities were identified and a decision timeline (sequence) presented. Checklists for key roles in the Group Emergency Operations Centre were appended. An evacuation basemap on GIS was prepared covering evacuation routes and welfare centre locations. A classification system was developed for the capacity of welfare centres and their suitability as evacuation centres.
The Plan was developed through a series of stakeholder workshops around each of the main phases.
