Exercise Capital Quake (November 2006)

Exercise Capital Quake ‘06 was an all-of-nation earthquake simulation exercise held over two days in November 2006. Approximately 1,000 participants from more than 50 organisations were directly involved, including local and central government agencies and private companies, making it one of the largest exercises held in New Zealand at that time.

The exercise was jointly led by the Wellington Civil Defence Emergency Management (CDEM) Group and the Ministry of Civil Defence and Emergency Management (MCDEM). The planning for and delivery of the exercise was co-ordinated by Kestrel Group.

The focus was on strategic co-ordination and decision-making across organisational interfaces, with activities occurring at various operational venues. This was an operational exercise, with a number of elements within the exercise undertaken as tabletop processes.

Adding to the challenge of organising this exercise was that a number of people and agencies were having their first involvement in a major earthquake response exercise.
