Dave Brunsdon

Dave has a range of interests within the Emergency Management field, with a current focus on promoting infrastructure resilience and the implementation of new national post-disaster building safety evaluation arrangements. He is the National Engineering Lifelines Co-ordinator, and is a Past-President of the New Zealand Society for Earthquake Engineering.

An earthquake engineer by origin, Dave has observed first-hand the impacts of a number of significant events including the Kobe and Taiwan earthquakes, and this has generated a passion for improving Civil Defence Emergency Management planning in New Zealand.

Dave's particular field of expertise is in the strategic project co-ordination of multi-agency projects and programmes.

Recent projects include the facilitation of the national exercises 'Ruaumoko' in 2007/08, 'Capital Quake' in 2006, and 'Taurus', a Foot and Mouth Disease Simulation for the Ministry of Agriculture and Forestry in 2005. In 2007 he facilitated a disaster response simulation for the gathering of FRANZ partner representatives from France, Australia and New Zealand. He has also been involved in the establishment and oversight of a World Bank-funded project to enhance Samoa's Disaster Management capability.

Dave is the Chair of the Steering Committee for the University of Canterbury-led Resilient Organisations research programme.

Kestrel Group was engaged to provide a training manual and specific training modules for the Group Emergency Operations Centre (GEOC) staff on behalf of the Auckland Civil Defence Emergency Management Group (ACDEM Group) in 2007. The focus of this training was to provide the personnel from Auckland Regional Council, who were drawn form a range of departments, with the appropriate EOC knowledge and skills.

Mass Evacuation Plan for the Auckland Region (December 2007)

Niue Island – Development of National Disaster Plan (October 2007)

Working with New Zealand's Ministry of Civil Defence and Emergency Management, Kestrel took the existing Niue Cyclone Contingency Plan, and developed an all-hazards readiness and response plan, as well as event- and impact-specific contingency plans. This included a couple of workshops with key stakeholders in Niue to better understand the vulnerabilities and capacity of Niue to respond to, and recover from, a disaster.

Maritime New Zealand - BCP Development and Training (October 2007)

In 2006 Maritime New Zealand undertook to consolidate and recast their team based business continuity arrangements into a whole of organisation business continuity plan. Kestrel Group was engaged to develop the structure of the new plan and to work with Corporate Services to update Resumption Team profiles within the new BCP.

Exercise Capital Quake (November 2006)

Exercise Capital Quake ‘06 was an all-of-nation earthquake simulation exercise held over two days in November 2006. Approximately 1,000 participants from more than 50 organisations were directly involved, including local and central government agencies and private companies, making it one of the largest exercises held in New Zealand at that time.

Assessment of the Capacity and Capability of the Auckland Region CDEM Group (August 2006)

This project was commissioned by the Auckland Region CDEM Group to provide an assessment of its current emergency management capacity and capability (readiness and response). The assessment is derived from an independently developed rating methodology which examines the collective operational readiness of the CDEM Group partners (emergency services, local authorities and lifeline utilities) to prepare for and respond to emergencies and disasters.

Greater Wellington Regional Council - Flood Procedures Operations Plan

Kestrel Group was engaged to develop an operations plan for GWRC field staff who respond to flooding emergencies in the western Wellington region. The project involved identifying roles and responsibilities, trigger points for key actions, and priorities for flood response activities.

Government of Samoa/World Bank - Sustainable Infrastructure Asset Management (C4) Project

This project involves the development of emergency management legislation and a National Disaster Management Plan, as well as enhancing agency response plans, community awareness programmes and the functioning of the National Disaster Management Office. The project also involves running simulations to test and enhance the response capability of Samoa.
